# Building & Development
Whether you're building a home, starting a business, or upgrading property, the Town of Westlock is here to support your project from the ground up. This page brings together everything you need to understand the development process, meet requirements, and connect with staff who can help.
Many permits can now be submitted online through our secure **E-Permitting Portal.**
A **Development Permit** ensures your project complies with the Town's Land Use Bylaw. It regulates how land is used and considers location, size, and potential impact before construction begins.
You may need a Development Permit for:
* Constructing or renovating a building
* Opening, expanding, or relocating a business
* Installing or altering signage
* Placing structures such as manufactured homes, seacans, or fabric garages
* Excavation, grading, or topsoil removal
* Temporary uses or buildings
* Parking or storage of trailers, bunkhouses, or portable dwellings
*Not all projects require a Development Permit, but many do. Please contact us early in your planning process to avoid delays.*
A **Building Permit** confirms that your construction meets the Alberta Building Code and is safe to occupy. While a Development Permit approves **what** can be built, a Building Permit approves **how** it will be built.
You may need a Building Permit if you are:
* Constructing a new building (of any use)
* Building or replacing a deck, garage, shed, or carport
* Finishing a basement or adding a secondary suite
* Completing major interior renovations that alter structure or systems
* Installing fire protection systems or structural components
* Demolishing or relocating a building
Projects that typically **do not** require a Building Permit include:
* Replacing flooring, cabinets, or paint
* Minor repairs that don't affect structure, plumbing, or electrical systems
*A Development Permit is often required **before** applying for a Building Permit. We recommend applying for both at the same time if your project needs both.*
All building projects are reviewed under the Alberta Building Code and may require inspections throughout the construction process.
**Safety Codes Permits** are required for work involving:
* **Electrical systems** - new wiring, service upgrades, or major modifications
* **Plumbing systems** - installation or alteration of water, sanitary, or storm drainage
* **Gas/Propane** - appliance or line installations
As an accredited municipality, the Town provides inspection services through certified Safety Codes Officers. These permits ensure compliance with the Alberta Safety Codes Act.
*Development and Building Permits must be approved before Safety Codes Permits are issued.*
