FEES AND CHARGES BYLAW 2007 NO. 4616
CONSOLIDATED FOR CONVENIENCE ONLY
EXPLANATORY NOTE
A bylaw to establish Fees and Charges for Township services and information. The Fees and
Charges Bylaw imposes a fee payable in respect of all or part of a service of the municipality, the use
of municipal property, or the exercise of authority to regulate, prohibit or impose requirements.
Amending Bylaw No. 4644 - adopted February 18, 2008
Bylaw No. 4644 amends the Fees and Charges Bylaw 2007 No. 4616 to add new fees to Schedule 1
- Recreation, Culture, and Parks fees and Charges to address new or enhanced municipal services.
Amending Bylaw No. 4671 - adopted June 23, 2008
Bylaw No. 4671 amends Bylaw No. 4616 to add a new fee category to Schedule 1 - Recreation,
Culture, and Parks Fees and Charges and by adjusting the fees listed in Schedule 1 - Recreation,
Culture, and Parks Fees and Charges. These changes will be effective September 2, 2008. The
exceptions noted in Schedule 1 - Recreation, Culture, and Parks Fees and Charges will be effective
July 2, 2008.
Amending Bylaw No. 4762 - adopted July 20, 2009
Bylaw No. 4762 amends Bylaw No. 4616 and its amendments, to add new fees to Recreation,
Culture, and Parks Cemetery Fees and Charges - Schedule 1 and Fire Division Fees and Charges -
Schedule 7; to address new or enhanced municipal services, and continues the consolidation of the
Township of Langley's various fees and charges bylaws.
Amending Bylaw No. 4791 - adopted March 2, 2010
Bylaw No. 4791 amends the Fees and Charges Bylaw 2007 No. 4616 to add new fees and charges
to Engineering Fees and Charges - Schedule 8 Pavement Cuts, to define fees and charges related
to pavement cuts within Township highways and roads.
Amending Bylaw No. 4834 - adopted July 19, 2010
Bylaw No. 4834 amends the Fees and Charges Bylaw 2007 No. 4616 to add new fees to Recreation,
Culture and Parks - Schedule 1, Miscellaneous Corporate - Schedule 5, RCMP - Schedule 6, Fire -
Schedule 7, Transportation - Schedule 8, Solid Waste - Schedule 9, Soils - Schedule 10,

Bylaw No. 5841 amends Fees and Charges Bylaw 2007 No. 4616 by amending Section 15 Tree
Protection to provide no fee or cash-in-lieu requirements for trees in imminent failure, dead, dying,
diseased or in decline beyond expectations of recovery, to specify cash-in-lieu requirements for
replacement trees, and to remove the requirement for security deposits for replacement trees.
Amending Bylaw No. 5908 - adopted July 24, 2023
Bylaw No. 5908 provides a Neighbourhood Planning Administration Fee for Booth, Fernridge
and Rinn.
Amending Bylaw No. 5988 - adopted February 26, 2024
Bylaw No. 5988 amends Fees and Charges Bylaw 2007 No. 4616 by amending Section 15 - Tree
Protection to: simplify the cash-in-lieu provision by outlining requirements fully within the Fees and
Charges Bylaw, and to revise the per-tree permit fees for trees removed with and without a permit.

Bylaw No. 6225 amends the Fees and Charges Bylaw 2007 No. 4616 as amended, by amending
Schedule 14 to add a re-inspection fee for Civil Works.
Amending Bylaw 6238- adopted July 27, 2026
Bylaw No. 6238 amends the Fees and Charges Bylaw 2007 No. 4616, as amended, to establish
limitations and administrative requirements for the Green Building Permit Rebate Program. The
amendments provide that issuance of rebates is at the sole discretion of the Township, subject to
eligibility requirements and limitations, available funding, and that rebates will be administered on a
first-come, first-served basis. The amendments also establish maximum rebates per builder or
project, as well as maximum rebate amounts.
THIS IS A CONSOLIDATED BYLAW PREPARED BY THE CORPORATION OF THE
TOWNSHIP OF LANGLEY FOR CONVENIENCE ONLY. THE TOWNSHIP DOES NOT
WARRANT THAT THE INFORMATION CONTAINED IN THIS CONSOLIDATION IS
CURRENT. IT IS THE RESPONSIBILITY OF THE PERSON USING THIS
CONSOLIDATION TO ENSURE THAT IT ACCURATELY REFLECTS CURRENT
BYLAW PROVISIONS.
THE CORPORATION OF THE TOWNSHIP OF LANGLEY
FEES AND CHARGES BYLAW 2007 NO. 4616
A bylaw to establish fees and charges for services and information
WHEREAS pursuant to section 194 of the Community Charter, Council may, by bylaw,
impose a fee payable in respect of all or part of a fee or service of the municipality, the use of
municipal property, or the exercise of authority to regulate, prohibit or impose requirements;
AND WHERAS the Municipal Council deems it necessary and desirable to exercise the
authority provided by the Community Charter to cover costs of providing various fees,
services and information;
NOW THEREFORE, the Township of Langley, in Open Meeting Assembled, ENACTS AS
FOLLOWS:
1.
This Bylaw shall be cited for all purposes as Fees and Charges Bylaw 2007 No. 4616.
2.
If a portion of this bylaw is held invalid by a Court of competent jurisdiction, the invalid
portion must be severed and the remainder of this bylaw is deemed to have been
adopted without the severed section, subsection, paragraph, subparagraph, clause or
phrase.
3.
The Township hereby imposes fees and charges for the provision of services and
information as specified in Schedules '1', '2', '3', '4', '5', '6', '7', '8', '9', '10', '11', '12',
'13', '14', '15', '16', '17','18', and '19' attached to and forming part of this bylaw.
4.
The following schedules of fees and charges are hereby imposed to align with the
Fees and Charges Bylaw 2007 No. 4616 Amendment Bylaw No. 6130:

Annual Secondary Suite Infrastructure Fee
The Annual Secondary Suite Infrastructure
Fee (the "Fee") is payable in the calendar
year of application for registration of a
Secondary Suite, except if the Secondary
Suite Building Permit is issued after May
1, in which case the Fee is payable in the
calendar year subsequent to the calendar
year that the application for registration
was received. The Fee is non-refundable
upon removal of a Secondary Suite,
regardless of when the Secondary Suite is
removed.
The Fee will be rendered once annually, in
each year following receipt of an
application for registration of a Secondary
Suite Building Permit, in accordance with
the above, with the billing statement for
property taxes and is payable in the same
manner as and by the same due/penalty
date as ordinary taxes are payable. The
Fee will continue to be charged annually
until the Secondary Suite is removed to

time the inspection, has not requested

Erosion and Sediment Control Bylaw are not in
place, an additional fee for each subsequent call
for inspection made necessary thereby may be
charged

Energy Efficiency Performance Bond
To ensure that energy efficiency works related to
each Part 9 dwelling unit are completed in
accordance with the required Step of the Energy
Step Code as specified in Section 7.5 of the
Langley Building Bylaw, an energy efficiency
performance bond per dwelling unit, to a
maximum per Building Permit or project, will be
provided at the time of Permit Issuance. The
energy efficiency performance bond will be
released once it has been verified that the project
has been constructed to achieve the energy
efficiency performance level in accordance with
the required Step of the Energy Step Code as
outlined in the Building Code, and has received
an accepted final inspection

Green Building Rebate Program
A rebate fee that is issued upon approval of a
building permit for Construction or completion of
Construction for an Eligible Dwelling Unit where a
portion of the original Permit fee is returned to

the heading "Rebates", except for end units,
those being dwelling units located physically at
each end of a row in a multiple unit building
(maximum two per building) that reach a
performance level as indicated herein shall
receive an amount that is 25% more than as

Green Building Rebate Program - Limitations
Green Building Permit Rebates may be issued at
the sole discretion of the Township, subject to the
eligibility requirements and limitations contained
herein, as well as available funding from the
Sustainable Construction Fee. Rebates will be
administered on a first-come, first-served basis.
The Township is not obligated to issue rebates,
the Sustainable Construction Fee have been
exhausted or the Township has otherwise
suspended, modified, or ended the Green
Building Rebate Program, in the Township's sole
discretion, regardless of if an application has
been made under the program. If an application
for a rebate under the program has been made,
but the Township does not provide a rebate, in its
sole discretion, the applicant will have no
entitlement to a rebate, nor any claim against the
Township for failing to provide the rebate.
For the purposes of this Schedule, "Project"
means the entirety of a development authorized
by a Development Permit, if required, including
all phases of the development, regardless of the
number of buildings, dwelling units, building
permits, or strata lots associated with the
Development Permit. If a Development Permit is
not required, then "Project" means the entirely of
the Construction provided for in the building
permit issued for Construction.

Development Permit Projects
For a Project subject to a Development Permit for
single family construction, for Step Code rebates,
and in addition to all other limitations noted
herein, a maximum of one (1) Eligible Dwelling
Unit per phase may receive a Green Building
Permit Rebate, to a maximum of four (4) Eligible
Dwelling per Project. For Projects subject to a
Development Permit for multi-family Part 9
construction, a maximum of one (1) building per
phase may receive a Green Building Permit

Mid-Construction Blower Test Rebates
Mid-construction blower door testing rebates are
only available for Step 4 and Step 5 dwelling
units.
Energy Evaluation Rebates
Energy Evaluation rebates are only for Step 5
dwelling units.
Solar Photo Voltaic Panels
Up to 2kW per dwelling unit.
Single Family Homes with a Secondary Suite
For dwelling units with a secondary suite, both
dwellings will constitute a combined single
dwelling unit for the purpose of this progrram,
and only one rebate may be sought in respect of
the combined dwelling unit.
