North Vancouver noise rules

The District of North Vancouver's captured bylaw defines night as 8 p.m.–7 a.m., extending to 9 a.m. when the following day is Sunday or a statutory holiday. Night restrictions cover specified equipment; larger construction projects have additional weekend restrictions. Disturbing noise can breach the bylaw at any time.

What are the quiet hours?

Night is defined as 8 p.m.–7 a.m., or until 9 a.m. when the following day is Sunday or a statutory holiday. Specific night restrictions apply to construction, power tools and mechanical equipment audible from other premises; this is not a blanket daytime permission for other noise.

Is daytime noise unrestricted?

No. Sections 3–4 prohibit disturbing noise, including where a person meets the more specific section 5 standards. Sound-level limits and activity-specific restrictions also apply.

When can construction take place?

Construction noise audible from other premises is restricted at night. For a defined Construction Project greater than 500 square feet, it is additionally restricted all Sunday and statutory holidays, and before 9 a.m. or after 5 p.m. Saturday, unless an exemption is issued.

What about lawn and garden equipment?

Power lawn mowers, power garden tools and other power tools audible from other premises are restricted during the defined night period. General disturbing-noise provisions still apply during the day.

What exceptions apply?

Section 7 excludes specified emergency personnel and repairs, and District road or utility works. Section 8 provides conditional temporary exemptions from construction date and time restrictions.

What penalties are specified?

The captured consolidation specifies $1,000–$50,000 upon conviction for each instance or day, plus prosecution costs. Its separate municipal-ticket table lists different amounts, including $200 for several offences and hourly construction penalties. These are different enforcement routes; current schedules need confirmation.
