A bylaw to establish fees and charges for services and information
WHEREAS the Council of the District of Squamish deems it expedient to provide for fees
and charges for services and information;
AND WHEREAS section 194 of the Community Charter authorizes municipalities by bylaw
to impose fees in respect of a service of the municipality or provision of information;
AND WHEREAS Council deems it necessary and desirable to exercise the authority
provided by the Community Charter to cover costs of providing services and information;
NOW THEREFORE the Council of the District of Squamish enacts as follows:
THIS IS A CONSOLIDATED BYLAW PREPARED BY THE DISTRICT OF SQUAMISH
FOR CONVENIENCE ONLY. THE CORPORATION DOES NOT WARRANT THAT THE
INFORMATION CONTAINED IN THIS CONSOLIDATION IS CURRENT. IT IS THE
RESPONSIBILITY OF THE PERSON USING THIS CONSOLIDATION TO ENSURE
THAT IT ACCURATELY REFLECTS CURRENT BYLAW PROVISIONS.

1. CITATION
1.1. This bylaw may be cited as District of Squamish Fees and Charges Bylaw No.
3185, 2025.
2. SEVERABILITY
2.1. If any portion of this bylaw is held invalid by a Court of competent jurisdiction,
then the invalid portion must be severed, and the remainder of this bylaw is
deemed to have been adopted without the severed section, subsection, paragraph,
subparagraph, clause or phrase.
3. PREVIOUS BYLAW REPEAL
3.1. District of Squamish Fees and Charges Bylaw No. 2012, 2017 as amended is
hereby repealed.
4. FEES AND CHARGES
4.1. The District of Squamish hereby imposes the fees for the provision of services and
information as specified in the attached schedules, which are attached hereto and
form part of this bylaw.
4.2. Fees or charges imposed under this Bylaw apply instead of fees or charges
imposed under other bylaws for the same services or information. A reference to a
more specific matter supersedes a reference to a more general matter.

A 75% refund will apply to the building permit fee if no work is started. The Minimum
Permit / Plan Processing Fee shall be non-refundable.
The building permit fee for complex buildings will be 95% of the calculated fee due to the
5% discount/fee reduction, to a maximum of $500 discount, applied for Professional Plan
Certification.
Damage to Municipal Facilities and/or Obstruction of Roads by Builders
a) In addition to any other fee payable pursuant to the Building Bylaw, the applicant
for a permit shall at the time of application, deposit with the District cash or an
Irrevocable Letter of Credit in the amounts shown below in Section 4.2;
OR
b) For single unit residential or two unit residential building permit applications, the
applicant may be permitted by the District Building Official to enter into Owner's
Acknowledgement of Responsibilities Agreement with respect to the application.
Low Carbon Self Sufficient Building is defined as a Building Permit Application that
meets the following two energy requirements:
1. Low Carbon Buildings must meet the following maximum Greenhouse Gas Intensity
(GHGI) performance limits, confirmed in a Pre-Construction Compliance Report and

Building Record Research requests will be charged $25.00 for the initial request, and an
additional $25.00 at the time the records are picked up, if records are found.

If no records are found, only the $25.00 initial request fee will be charged.
Council may by resolution, reduce, waive or refund any of the above Schedule 4 fees
when the applicant seeks approval for:
a) not-for-profit or affordable rental housing, including supportive living housing; or
b) not-for-profit or affordable equity / fee simple housing, provided that the
affordability is maintained over time; or
c) for-profit affordable rental housing.
Council may establish what constitutes an eligible development for a fee reduction, waiving
or refund, and may establish the conditions or requirements that must be met in order to
obtain a waiver or reduction or refund.
If the conditions of sections 4 and 5 of the District of Squamish Demolition Waste
Diversion Bylaw No. 2813, 2021 as amended from time to time, have been met in full to
the satisfaction of the District, a refund of the Demolition Diversion Fee is available to the
holder of a permit for demolition, as set out in Table 4.3.

5.1 The definitions contained in District of Squamish Business Licence Bylaw No. 2455,
2016, as amended, apply to this schedule.
5.2 The maximum amount that a person may pay for a business licence fee shall be
$2000.00, unless otherwise specified for a specific business in this schedule.
5.3 Fees for new annual business licence applications received after August 1, where a
business was not in operation prior to August 1 of that year, will be reduced to
50% of the full fee. Does not apply to Group C - Itinerants or any other temporary
business licence applications.
5.4 A person carrying on business in the District shall pay the following fees, according

Fees are due 50% (or the minimum fee) upon submission of drawings with a servicing agreement
application to the Approving Officer and the remaining or 50% at the time of authorization to construct
or prior to execution of the servicing agreement (whichever occurs first).
Estimated Adjustments: Where the estimated costs of constructing works and services changes by
more than 10% of the costs provided at the submission of drawings, the fees in Section 6.6 shall be
adjusted accordingly at the point of Authorization to Construct or prior to execution of the servicing
agreement, and the excess funds returned to the applicant or the deficient amounts paid to the District.
Refunds: Shound an applicant choose to not proceed with a development, prior to the District issuing
an Authorization to Construct or prior to execution of the servicing agreement, then the remaining 50%
fee (if paid) shall be returned. The 50% paid upon submission of drawings shall not be refundable
unless the application is withdrawn within seven (7) days of submission to the District. Any non-salary
expenses incurred by the District during this time shall be paid from the fees and the remainder
refunded.

8.8 Peer Review
When the District requires that any report or technical

8.9 Special and Expedited Projects Cost Recovery
Where an applicant seeks expedited review and decisions on a large project, the
District may, by resolution of Council, enter into an agreement with the applicant to
provide contracted services to provide a decision in the timeline requested by the
applicant. The agreement shall ensure that all additional costs incurred by the District
are covered by the applicant.

Square meter charges are based on market rates distributed over one year and apply to District land
occupied by the permit holder including, and not limited to, sidewalks, boulevards, parks, parking stalls,
and travel lanes.
Square meter charges do not apply to occupied areas where the function of that area is maintained
and meets the minimum standards as per the current District of Squamish Subdivision and
Development Control Bylaw.
Example: a 100m long 2m wide sidewalk is replaced with a temporary walkway covered with hoarding,
and the width of the temporary walkway within the hoarding is 1.8m. The area of the space within the
hoarding, 1.8m*100m, will not be charged the square meter rate.

For work eligible for a Municipal Work Permit that occurs without a valid Municipal Work Permit, any
applicable fees will be backdated based on when the work occurred and will be due at time of
application.

8.11 Not for Profit Organization
Council may by resolution reduce, waive or refund any of the above Schedule 8 fees when the
applicant seeks approval for:
a) not-for-profit or affordable rental housing, including supportive living housing;
b) not-for-profit or affordable equity / fee simple housing, provided that the affordability is
maintained over time; or
c) for-profit affordable rental housing.
Works undertaken by not-for-profit organizations will be exempt from Municipal Work Permit fees
contained in the schedule.
Council may establish what constitutes an eligible development for a fee reduction, waiving or refund,
and may establish the conditions or requirements that must be met in order to obtain a waiver or
reduction or refund.

13.2 Advertising Fees for Liquor License Applications
a) Payment of Advertising Fees
When the District of Squamish's process for assessing a liquor
license application involves gathering of public views by the District
of Squamish as prescribed in the Liquor Control and Licensing Act
and for the types of liquor license applications listed in 12.2 of this
bylaw, the Advertising Fee shall accompany the liquor license
application form that is provided by Ministry of Public Safety and
Solicitor General and submitted to District of Squamish as required.
Where a person does not pay the amount of the fee payable in
accordance with this bylaw, the District of Squamish will not
proceed to process the application until such time as the
Advertising Fee is received.

13.3 Referendum Fees for Liquor License Applications
Payment of Referendum Fees
When the District of Squamish's process for assessing a liquor license
application requires a referendum as provided for in the Liquor Control
and Licensing Act, the Applicant must, before the referendum, pay a
non-refundable fee plus an amount equal to the expenses that the
District of Squamish reasonably anticipates will be incurred by the
District in relation to the referendum. After the referendum has been
completed and the actual District expenses have been determined, any
excess amount paid by the applicant must be refunded to the
applicant, or, if the expenses paid are greater than those already paid
by the applicant, the District must not consider the result of the
referendum and provide comment and recommendations to the Liquor
Control Licensing Board until such time as the balance of expenses is
paid.

15.10 Special and Expedited Project Cost Recovery
Where an applicant seeks expedited review and decisions on a large project,
the District may, by resolution of Council, enter into an agreement with the
applicant to provide contracted services to provide a decision in the timeline
requested by the applicant. The agreement shall ensure that all additional costs
incurred by the District are covered by the applicant.

15.11 Peer Review
When the District requires a third party review to
verify findings or conclusions within a submitted
report, technical memo or development approval
information required by the District, the applicant is
required to cover all costs related to the third party
or peer review. The terms of reference for any third
party review shall be agreed upon in writing by the
District and the applicant.

Affordable Housing projects Affordable Housing projects funded and owned by government
agency or non-profit organization are exempt from all Schedule 15 fees.
District of Squamish funded facility projects are exempt from all Schedule 15 Fees.
Work without permit: Where work has started prior to the issuance of an appropriate
permit there will be a 150% surcharge for the permit.
Refunds: All fees are non-refundable except where the referral or review process has not
started. In this situation, the Advertising Fee and 25% of the Application Fee will be
refunded to the Applicant.
Council may by resolution, reduce, waive or refund any of the above Schedule 15 fees
when the applicant seeks approval for:
a) not-for-profit or affordable rental housing, including supportive living housing; or
b) not-for-profit or affordable equity / fee simple housing, provided that the
affordability is maintained over time,
c) for-profit affordable rental housing; or
d) not-for-profit childcare facilities.

18.1 DEFINITIONS
Adult
is a person aged 19 to 64 years inclusive.
Attendant
is a person supporting a patron with a disability for the direct
benefit of the patron with a disability participating in recreational
service. The fee for the Attendant shall be waived.
Child
is a person aged 5 to 12 years inclusive.
Family
is a group of people that includes up to 2 adults and 4
children/youth.
Grade 6
is a student in a Grade 6 participating educational institution within
the District of Squamish and Squamish Lillooet Regional District -
Area D.
Senior
is a person aged 65 years or above.
Student
is a person who attends a recognized secondary/post-secondary
institution and produces a valid student card at the time of
purchase.
Tot
is a person aged up to 4 years inclusive.
Youth
is a person aged 13 to 18 years inclusive.
18.2 FACILITY RENTAL RATE DEFINITIONS
Adult Local Non-Profit
Group Rate
is a rate charged to any local Registered Charity, local Registered
Society, or local Non-Profit Organization serving the District of
Squamish, where over 50% of the participants are 19 years of age
or older and where at least 75% of the participants reside in the
District of Squamish. Squamish Lillooet Regional District Area D
residents will be considered residents of Squamish for Aquatic
Centre rentals only.
Youth Local Non-Profit
Group Rate
is a rate charged to any local Registered Charity, local Registered
Society, local Non-Profit Organization, or school sport academy
serving the District of Squamish that primarily serves youth, and
where at least 75% of the participants reside in the District of

School District No. 48, School District No. 93, or is a Non-Profit,
provincially accredited school within the District of Squamish.
Squamish 55+
Community Society
is a local registered society with a purpose to support recreational,
educational and social activities for seniors citizens of the District
of Squamish.

18.4 FEE DEFINITIONS
Recreation Access
Pass
is a program administered through Recreation Services to assist
residents of the District of Squamish who are in financial need to
access basic recreation programs at District recreation facilities at
reduced cost. Eligibility requirements, as determined by the
Manager of Recreation, must be met to qualify for the pass.
Additional Staff and
Recovery Fees
is an additional fee charged for rentals when the rental is outside
of the facility operating hours or the regular service provided at
that facility.
Damage Deposit
is a deposit paid to the District, prior to the rental, to be held by
the District in the event of damage to the facility or equipment.
The deposit is fully refundable where no damage has been
assessed by staff of the District.
18.5
PAYMENT OF FEES
a. Admission and registration of fee payments are due in advance.
b. Rental payment is subject to the terms in the Facility Rental Agreement.
c. All rental bookings by the District of Squamish for the purpose of municipal business
will be provided at no charge when facility space is available at the requested time.
This does not apply to charges for additional services or equipment.
18.6 COMPLIANCE WITH POLICY AND PROCEDURE
a. All user groups and individuals shall comply with the policies, rules, and regulations
governing facility usage.
b. Usage shall be in accordance with the terms and conditions of the rental agreement
between the user(s) and the District.
c. Applicants must obtain and maintain comprehensive general liability insurance of
either 2 million or five million dollars for the duration of the rental period as
determined by the District.

18.7 RECREATION PROGRAMS
a. Standard fees and charges for all recreation program services are established on
the basis that the fees from an optimum number of program registrants will offset
the direct costs of the program. Direct costs are costs that would not be incurred
unless the program was provided, i.e. program planning, administration, instructor,
program supplies, bus rental, food, etc.
b. At the discretion of the Manager of Recreation, special reduced rates may be
implemented on a short-term basis for promotional or trial purposes.
18.8 FACILITY CLASSIFICATIONS
Arena
means the indoor Brennan Park Recreation Centre ice rink and
associated dressing rooms.
Dry Floor
means the indoor Brennan Park Recreation Centre concrete floor
and associated dressing rooms. The dry floor can be rented when
the arena ice is removed.
Facility
includes Recreation and Parks' facilities including, but not limited
to, the Brennan Park Recreation Centre, the 55 Activity Centre,
sport fields, community parks and the Municipal Campground.

18.6 Cancellation and Refund Fees
Program Refund and Private Lessons:
To receive a full refund the registrant must withdraw in person, or by calling Recreation Services, 72
hours prior to the start of the first class. This includes private swim lesson(s).
Withdrawals completed less than 72 hours prior to the start of a registered program will be charged a
$15 withdrawal fee + applicable taxes.
No refund is available for programs after the start of the second class.
Specialty Programs, Day and Weekly Camp(s) Refund:
To receive a full refund the registrant must withdraw in person, or by calling Recreation Services, five (5)
calendar days (120 hours) prior to the start of the first day of the weekly camps and specialty programs
or five (5) calendar days (120 hours) prior to the start of the day camp.
No refund will be issued if withdrawal is requested less than five (5) calendar days (120 hours) prior to
the specialty program or camp start time.
Specialty Programs include but are not limited to the following: Basic and Intermediate First Aid,
Lifesaving Instructor, Swim Instructor, National Lifeguard, Bronze Star, Bronze Medallion, Bronze Cross,
workshops, bus trips, etc.
Merchandise Refund:
If found to be defective, merchandise may be returned within fourteen (14) calendar days of purchase. A
receipt is required.
Rental Cancellations:
Cancellations ten (10) full calendar days (240) or more before the rental start time receive a 100%
refund.
Refunds for programs, rentals, passes, or memberships may be given for medical reasons. A medical
note is required unless exempted by the Manager of Recreation Services.
Pass Expiry:
10 and 20 Visit Passes expire two (2) years from the date they are purchased. Unused passes are non-
transferrable and non-refundable.
Monthly and Yearly Passes are non-refundable and non-transferable.

Special Event means an organized occasion, whether of a public or private nature including a
festival, parade, musical attraction, community celebration, sporting event, wedding and charity
event held in a facility or on land that is owned, operated or otherwise held by the District and
where the impact on the public space or access to it is significant or for exclusive use.
Registered Charity means a charity that is registered under the Income Tax Act in accordance
with Canada Revenue Agency requirements.
