63- CHAPTER 20 - USE OF WATER- CONT'D 10. The Town Council retains the right of directing the depths to which all service pipes shall be laid. 11. None, but water closets, flushing tanks or urinals which are self-closing, will be permitted. 12. When a water rate of any installment thereof charged against any property is not paid within thirty days after the same becomes due and payable, the Town Council or the Committee may cause the water to be turned off from the premises upon which such rate has not been paid, until the said rate and all charges and costs connected therewith are fully paid. 13. If any person supplied with water violates any of the regulations of the Town, with reference to water and sewerage, the Committee may, at its own discretion, tum off the water from the premises owned or occupied by the person offending, and the same shall remain off as long as the Committee orders, subject to an appeal by such person to the Council. 14. When the water is turned off for non-payment of rates or for breach of a regulation, it shall not be turned on again until the owner or occupier shall pay to the Town Clerk the sum of one dollar for the trouble of turning on and off the water. 15. Any person or persons guilty of an infraction of these regulations in respect to "Use of Water" shall, in addition to the penalty provided by Section 13 hereof, upon conviction before the Stipendiary Magistrate of the Town be liable to a penalty of not less than five dollars, not exceeding forty dollars or, in default of payment, to imprisonment for a period not exceeding sixty days.
