Policy Objective To provide for a partial exemption to qualified property owners of residential properties that contain four dwelling units or less. Policy Presentation During the time that the Council for the Town of Pictou applies a uniform charge as permitted under s. 75 (4) (b) of the Municipal Government Act relative to the curbside collection of solid waste, recyclables or organics, to permit owners of residential properties of four dwelling units or less to apply for a partial exemption of the annual charge provided that:  the subject property is vacant for at least 75% (9 months) in the applicable fiscal year;  the property owner makes application for a partial exemption on the prescribed form attached hereto as Schedule A;  an exemption shall be calculated at between 75% and 100% of the property owner's share of what the Town's Chief Administrative Officer defines as the associated variable costs of the service;  the costs as defined by the Town's Chief Administrative Officer as fixed to the service not be subject to a partial exemption provided under this policy; and  an exemption under this policy be provided to the property owner's account as an annual credit in the applicable fiscal year.
