POLICY NUMBER - 39 Page 1 of 3 Policy Subject / Land Acquisition ____________________________________________________________ GENERAL STATEMENT OF POLICY 39.01 It is the policy of the Region of Queens Municipality to a acquire property, from time to time, to meet the recreational needs of its citizens and to ensure public access to waterways, as outlined in the Recreational Master Plan; as well as to acquire lands for the purpose of conservation. OBJECTIVES 39.02 To provide recreational open space as well as access to water, reflecting the needs of the Citizens of Queens County. 39.03 To determine, develop, and maintain an equitable distribution of parks, trails, open space, and access to water. 39.04 To develop open space in a realistic and attainable manner. 39.05 To acquire land that could be developed by the Region. 39.06 To assist a community organization in acquiring land after determining a recreational need, so that the organization can develop it. 39.07 To acquire land for the purposes of conservation. ALLOCATION OF RESPONSIBILITIES Council's Responsibilities: 39.08 To make the final decision on acquisition of property upon recommendation from the Recreation and Community Facilities Committee. RECREATION AND COMMUNITY FACILITIES COMMITTEE'S RESPONSIBILITIES 39.09 To make recommendations to Council for acquisition of property for recreational and conservational purposes. 39.10 To determine appropriate property(s) to be acquired. POLICY NUMBER - 39 Page 2 of 3 Policy Subject / Land Acquisition ____________________________________________________________ 39.11 To determine an action plan for the development of acquired property and make recommendations when appropriate. 39.12 To review, from time to time, the land acquisition policy. DIRECTOR OF RECREATION AND COMMUNITY FACILITIES' RESPONSIBILITIES 39.13 To assist the Recreational and Community Facilities Committee in the development of recommendations of recreation and conservation property acquisition to Municipal Council. 39.14 To present a development plan of acquired property(s), with association costs for development of recommendations of recreation and conservation property acquisition to Municipal Council. 39.15 To ensure the Recreation and Community Facilities Committee is aware of all Municipality owned properties and recommend their potential. PLANNING DEPARTMENTS RESPONSIBILITIES 39.16 To define the right-of-ways and Municipally owned land boundaries. 39.17 To identify lands which belong to the Municipality while recording all available information pertaining to each parcel. POLICY PROCEDURE 39.18 The Recreation and Community Facilities Committee shall use the following guidelines when selecting property to acquire for parks, trails, open space, access to water, and/or conservation: 1. Property, when required, for parks, trails, open space, and/or access to water: (a) should be easily accessible to major population concentrations; (b) should offer a range of recreation opportunities and should not duplicate service(s) available in the immediate area; (c) should create, if any, a minimum of conflict with neighbouring properties; POLICY NUMBER - 39 Page 3 of 3 Policy Subject / Land Acquisition ____________________________________________________________ (d) could be developed reasonably, if desired, over time and maintained by the Region and/or a community organization; (e) when adjacent to a body of water (salt or fresh ), should have suitable back shore area, land slope, and water depth in relation to the proposed land usage. 2. Property, when required for conservation, should: (a) be unique, in either a natural, cultural, or historical respect; (b) be developed/managed in such a manner as to protect its uniqueness for future generations. 3. In general, properties should: (a) be suitable in area and slope for desired purposes; (b) not be classified as wetland and/or subject to flooding which would be detrimental for the usage planned; (c) not contain aggregates or important minerals; (d) be suitable in soil quality for proposed usages; (e) be accessible or can be made accessible to persons with a disability: (f) have adequate parking facilities for peak usage.
