GENERAL STATEMENT OF POLICY
63.01
It shall be the policy of the Region of Queens Municipality to provide a policy
for the sale of personal property of the Region, providing it at no cost to
suitable fire departments and ground search and rescue teams first,
whenever possible and feasible.
POLICY INFORMATION
63.02
The Region's Chief Administrative Officer shall, at least biennially, conduct a
review of the personal property owned by the Region to determine what
materials are surplus to the needs of the Region because of being obsolete,
unsuitable for use, surplus to the Region's needs or no longer needed.
63.03
After compiling this list, the Chief Administrative Officer may send the list to
Queens County's volunteer fire departments and emergency first responders
or offer a piece of property to one of the departments by telephone. If after
this process, there is still material and possessions available, it shall then be
offered to ground search and rescue teams and then to other community
organizations in Queens in that order. All property given to these groups shall
be free of charge.
63.04
The Chief Administrative Officer may, without notice to any community
groups, sell personal property belonging to the Region, that in his / her
opinion is surplus to the Region's requirements (i.e. used vehicles) and sell it
for fair market value or the best price available by other means as determined
from time to time by the Chief Administrative Officer.
63.05
The Chief Administrative Officer may delegate this power in writing to other
employees of the Region on a case-by-case basis.
63.06
Whenever personal property of the Region is given away or sold, the Chief
Administrative Officer shall notify Council of his decision and action in writing.
