POLICY NUMBER - 27 Page 1 of 2 Policy Subject / Title - Streetlights ____________________________________________________________ GENERAL STATEMENT OF POLICY: 27.01 It shall be the policy of Council to have a set of guidelines for the installation of new streetlights along public roads within the Region of Queens Municipality, in an effort to ensure that the lights are installed in a logical and consistent manner. The installation of streetlights serves to minimize some safety concerns for vehicular and pedestrian traffic traveling along the Region's public roads. DEFINITIONS: 27.02 (a) "Public Road" means any road or street that is owned and maintained by the Nova Scotia Department of Transportation and Public Works or the Region of Queens Municipality. (b) "Streetlight" means a light illuminating a public road, which is mounted on a utility pole. GUIDELINES: 27.03 In a duly signed agreement with Nova Scotia Power Incorporated, the Region of Queens Municipality may provide street lighting along all or some portions of the public highways within the Municipality. 27.04 All streetlights so provided shall be not denser than every fourth pole, except where the density of homes is greater than twenty (20) homes per kilometer in a continuous line with no breaks of four (4) poles without a home. In such circumstances, the lights may be placed at every second pole. 27.05 If there is a break, where no homes are located within four (4) poles of a streetlight, the measured kilometer must be calculated further along the road. 27.06 For a road that is not one (1) kilometer in length, the percentage of the distance and the fraction of the density of homes used in 27.04 will be the ratio used in the decision. (For example: if a road is one-half kilometer (½ km) in length and there are eleven (11) homes in that distance, then the density of homes in one kilometer (1 km) would multiply to twenty-two (22) homes per kilometer, which is greater than the figure in 27.04 and therefore, lights could be placed every two (2) poles based on that scenario). 27.07 For roads less than five (5) kilometers in length, the start point for determining the location of a new streetlight shall be at the beginning of the public road, and assuming that a light can be installed on the first pole, the count shall run in the direction of increasing civic numbers. POLICY NUMBER - 27 Page 2 of 2 Policy Subject / Title - Streetlights ____________________________________________________________ 27.08 For roads greater than five (5) kilometers in length, the start point for determining the location of a new streetlight shall be the nearest public road intersection and, assuming that a light can be installed on the first pole, the count shall run in the direction of increasing civic numbers. 27.09 No street lighting shall be provided on portions of the public highways where no power lines or poles exist along such highway. 27.10 Lighting as required shall be provided for wharves and other fishing facilities, subject to Small Craft Harbours legislation. 27.11 Notwithstanding Clause 27.14, additional lighting may be provided if dangerous circumstances dictate, at intersections or municipal property at the discretion of Council. 27.12 Where lighting density exists at the coming in force of this policy, which is in excess of the provisions contained herein, such lighting density shall remain in place, unless in the opinion of Council the streetlight is unwarranted. 27.13 Request for a new streetlight shall be forwarded to Municipal Staff from the respective Councillor. 27.14 There may be a maximum of one (1) new streetlight installed per electoral district in any given year, subject to budget deliberations. MAINTENANCE: 27.15 The streetlights will be serviced by Nova Scotia Power Incorporated as per agreement as follows: a) Lights to be replaced at the expense of Nova Scotia Power Incorporated will be replaced as soon as possible. b) Lights to be replaced at the expense of the Region of Queens Municipality will be replaced as soon as possible upon direction of Council. c) Streetlights as provided under the policy should be mapped and an up-to-date copy shall be kept on file in the office of the Region of Queens Municipality.
