OBSTRUCTIONS ON STRgJiJTS .- ,~ I' 25. Except as by "The Town's Incorporation Act" or by this Dy-La\\' otherwise provided, no perlJon shall pluce, or cause to be pla'ced, any encumberance upon any street whereby the publlc are prevented from the free and unInterrupted use of the .same: ... 26.
