Purpose
The purpose of this policy is to establish a framework under which designated organizations may
receive standing, annually approved operational grant funding, subject to continued good
standing and demonstrated ongoing need, to support their long-term stability and service to the
community.
This policy applies to all organizations designated by Council as eligible for standing operational
grant approval. It also only applies to the taxable properties noted. The Designated Standing
Grant Organizations and their assessable property locations are noted in Schedule A.
Definitions
Good Standing: For this policy, "good standing" means that the organization:
- Has fulfilled all reporting obligations required by this policy or by Council.
- Is free of outstanding municipal debts unless repayment arrangements are in place.
Policy Statement
Designated Standing Grant Organizations shall receive annually approved operational grant
funding, subject to:
- Continued good standing; and
- Council's determination, through periodic review, that municipal funding remains
necessary for the organization to maintain its operations.
Funding Parameters
The funding amounts shall not exceed the total property taxes calculated for the budgeted fiscal
year.

Review Process
- Administration shall conduct a comprehensive review of each Standing Grant
Organization at a minimum of three (3) year intervals.
- Proof of good standing, including updated corporate registry information; audited or
reviewed financial statements for the most recently completed fiscal year; may be
requested at Council discretion.
- Failure to provide required documentation within a reasonable timeframe may result in
temporary suspension of funding or a review of the organization's Standing Grant status.
Revocation of Standing Grant Status
Council may revoke an organization's Standing Grant status if:
- The organization is no longer in good standing.
- Sufficient justification for continued municipal funding is not demonstrated.
- The organization ceases operations or undergoes material organizational changes that
alter its eligibility.
- Council determines that municipal priorities or budgetary constraints warrant
discontinuation.
Policy Administration
This policy is administered by the Town of Truro. Council reserves the right to amend the policy
as needed based on municipal priorities and financial capacity.
