The Zoning By-law requires open private swimming pools to be totally enclosed by a fence of suitable materials at least 1.21 m (4 ft) high with a self-locking gate. For an above-ground pool, any combination of pool wall, surrounding fence or structure totalling at least 1.21 m satisfies the fencing requirement; separately, an above-ground pool may not stand more than
