# BUILDING & DEMOLITION PERMITS
Building permits are required under the **Ontario Building Code Act, 1992** to ensure construction work meets minimum health, safety, structural, and accessibility standards. The Township of Schreiber reviews permit applications to confirm compliance with:
* The **Ontario Building Code**
* Applicable **Township of Schreiber by-laws**
* Other **applicable law** as defined by provincial regulation
A building permit must be issued **before construction begins**.
WHEN A BUILDING PERMIT IS REQUIRED
Building permits in the Township of Schreiber are required for constructing new buildings over **10 m²,** renovations, additions, or changing building usage. Applications and forms are available through the municipality, and building must comply with the Ontario Building Code, Zoning By-laws, and Fire Codes.
* Constructing a new building or structure
* Additions or renovations to an existing building
* Alterations to load-bearing or structural components
* Installation or modification of plumbing systems
* Demolition of all or part of a structure
* Changes in the use or occupancy of a building

TYPES OF PERMITS

#### BUILDING PERMIT
Required for construction and renovations.

#### **Before You Apply**

* Whether zoning or planning approvals are needed

#### **Starting Work Without a Permit**
Starting construction without a required permit is an offence under the **Ontario Building Code Act** and may result in:
* Stop-work orders
* Fees or penalties
* Removal or correction of unapproved work
APPLICATION REQUIREMENTS
To apply for a building permit under the **Ontario Building Code Act**, applicants must submit a **complete application package**. Incomplete applications cannot be reviewed and may result in delays.
A complete application package typically includes:
* A **completed Building Permit Application**
* The **Building Permit Pre-Checklist**, where applicable
* **Detailed plans and drawings** appropriate to the scope of work
*(such as site plans, floor plans, elevations, and structural details)*
* Any required **zoning, planning, or other Applicable Law approvals**
* **Designer information**, including BCIN number, architect, or professional engineer details, where required
* **Applicable permit fees**

REVIEW & APPROVAL PROCESS
#### **Review & Approval Process**
Once a complete application package is submitted and applicable fees are paid, the application is reviewed under the authority of the Township's **Chief Building Official (CBO)** in accordance with the **Ontario Building Code Act**.
The review process generally includes:
1. **Application Completeness Review**
Municipal staff review the submission to confirm all required forms, drawings, documentation, and fees have been provided.
2. **Technical Review by the Chief Building Official**
The Chief Building Official, or a designated building official, reviews the application and plans for compliance with:
* + The Ontario Building Code
+ Applicable Township of Schreiber by-laws
+ Other requirements under **Applicable Law**, where relevant
3. **Requests for Additional Information**
If required, the applicant may be contacted to provide clarification, revisions, or additional documentation before the review can continue.
4. **Permit Decision**
Once all requirements are satisfied, the Chief Building Official may issue the building permit, or provide direction on required changes prior to issuance.
* Processing times vary depending on the scope of the project and the completeness of the application.
* Issuance of a building permit authorizes construction **only as described in the approved plans**.
INSPECTIONS
#### **Inspections**
Inspections are required at various stages of construction as outlined by the Ontario Building Code.
* The permit holder is responsible for requesting inspections
* Work must not proceed beyond required inspection stages without approval
* Inspection requirements will be provided at the time of permit issuance

## ROLE OF THE CHIEF BUILDING OFFICIAL
The Township of Schreiber's **Chief Building Official (CBO)** is responsible for administering and enforcing the **Ontario Building Code Act** and applicable building-related by-laws.
The CBO's responsibilities include:
* Reviewing permit applications and issuing permits where requirements are met
* Coordinating and conducting required inspections
* Enforcing compliance with the Ontario Building Code and applicable by-laws
* Providing information and interpretation of building requirements to the public and professionals
Approval of a permit confirms compliance **only as submitted and approved** and does not relieve owners or contractors of their responsibility to comply with all applicable laws.
