**Official Plan** Our new Official Plan came into effect on August 19, 2025, replacing our original Plan which had been in effect since 2012 when our municipality took over responsibility for planning. This new Plan will serve the community for the next 10 or more years and seeks to balance the rural nature of our municipality and pressures for growth beyond the greater Charlottetown area. It's goals include maintaining our agricultural land, allowing for small scale development and expanding services to residents. Official Plan --- **Bylaws and Policy** **Basic Information on Bylaws and Policy** Development within the Rural Municipality of Kingston is regulated by our Development Bylaw. This is our major document which is based on the Official Plan. Our other Bylaws and Policy documents give further direction on Council Activities and interpretation of our Devlelopment Bylaw. In order to subdivide land in Kingston one should print off a copy of our Subdivision Application below and also read a copy of our Kingston Guide to development (Above) Subdivsion Application Form --- **Development** Development often requires both a Development and Building Permit. Currently the Rural Municipality of Kingston is responsible for issuing Development Permits and the Province is responsible for issuing Building Permits. This came into effect when the Province adopted the National Building Code.
