Conflict of interest guidelines for councillors: defines pecuniary interest, sets disclosure and abstention requirements, and specifies exceptions.

Escalation process: CAO notifies the Planning Board Chair and property owner in writing, works with the owner to obtain a permit, council addresses at the next meeting, and legal action is initiated if unresolved.

Requires council members to use discretion in language and attend public meetings unless there is a valid reason for absence, to maintain community reputation.

Once the agenda is distributed it is set; emergency items only exception. Chair controls time. Unresolved matters tabled to next meeting with CAO research.

Incorporates PEI Municipalities Act provisions on council composition, quorum, term of office, oath of office, meeting procedures, and CAO duties for the Resort Municipality.
