Village of Teslin
By-Law # 24-257
A By-Law of the Village of Teslin to provide the schedule of rates and fees payable for
services provided by the Village of Teslin and to authorize penalties for unpaid accounts.
This bylaw serves to consolidate all existing municipal fees into one bylaw. This will be done
by removing all existing municipal fees embedded in all active bylaws and transporting them
into one bylaw. Note, this bylaw will create consequential changes to 7 active bylaws. Upon
the adoption of this bylaw, the tables presented below shall stand-alone as the "Consolidated
Municipal Fees Bylaw". In the event of a discrepancy between the rates noted in this bylaw
and another Village of Teslin bylaw, the rates noted here shall be assumed correct."
WHEREAS Section 248 of the Municipal Act provides that Council may by bylaw impose a
municipal service charge and;
WHEREAS, Section 220 of the Municipal Act, Being Chapter 154 of the Revised Statutes of
the Yukon 2002 and amendments thereto, states that "The power to adopt a bylaw or pass a
resolution includes the power to amend or repeal the bylaw or resolution unless this or any
other Act expressly provides otherwise"; and
WHEREAS Council for the Village of Teslin deemed it proper to consolidate all municipal
fees, service charges, and penalties into one bylaw in order to increase transparency with
the community and operational efficiency for the Administration; and
NOW THEREFORE the Council of the Village of Teslin, in open meeting assembled, hereby
ENACTS AS FOLLOWS:
1. SHORT TITLE:
This By-Law may be referred to as the "Service Rates and Fees Bylaw".
2. CONDITIONS:
2.1. The schedule of fees to be charged with respect to goods and services supplied by
the Village of Teslin is hereby established as set out in Appendix "A" attached
hereto and forming part of this bylaw.,
2.2. Normal business hours shall be 8:30 am to 12:00pm and 1:00 pm to 4:30pm,
Monday thru Friday except on statutory holidays.
2.3. All rates shall be billed on a one-hour minimum basis and on half hour increments
thereafter.
2.4. All rates outside the municipality, within a two kilometer to sixteen-kilometer radius,
shall be charged an additional of $2.00 per kilometer both ways. Outside the
sixteen-kilometer radius will be at the discretion of the CAO who will ensure that all
costs to provide the service are covered.
2.5. Goods and Services Tax must be added to the following rates unless otherwise
specified.
2.6. Any account unpaid after 30 days from date of invoice shall be considered to be in
arrears and shall be charged a penalty of 10% of the total invoice. Additionally, if
an account remains unpaid after 60 days, the Village will stop all services until the
full overdue amount, is paid. This policy applies to all utility accounts, animal
infractions, rental fees, and any other fees for services provided by the Village. (No
GST)
3. ENACTMENT:
3.1. This bylaw shall come into full force and effect upon October 1, 2024.
3.2. By-Law #17-220 is hereby repealed.
